This standard is prepared for  the purpose of implementing “Law of the People's  Republic

of  China  on  the Prevention  and  Control  of  Environmental  Pollution  by Solid  Waste”,

preventing  solid  wastes  that  cannot  be used  as  raw  materials  from  being  imported,

standardizing the  examination and licensing  on imported solid  wastes as raw  materials,

and controlling the environmental pollution caused by importing vessels and other floating

structures for scraping.

As  one  of  environmental protection  control  standards  for  imported  solid  wastes,  this

standard shall be applicable to the import administration on scrap ships referenced by the

catalogues of the imported solid wastes as raw materials.

This version  of standard made  many revisions to  GB16487.11-1996, such as the  name,

foreword, scope,  cited  standards, definition,  control requirements,  etc. In  regard to  the

control requirements, the main revisions  are on control requirements for radioactivity and

carried-wastes,   and   additions  to   the   categories   of   the   prohibited  and   restricted

carried-wastes and to the control requirements  for the asbestos materials in the imported

scrap ships.

According to relevant law, this standard is enforceable.

This standard  was  proposed by  the Department  of  Science, Technology  and Standard


This standard was drafted by Chinese Research Academy of Environmental Sciences.

This standard was first issued on July 29, 1996.

This standard was approved by SEPA on November 9, 2005.

This standard shall be implemented as of February 1, 2006.

SEPA reserves the right to interpretation of this standard.

1. Scope

This  standard hereby  sets  forth  the environmental  protection  control  requirements for

imported  vessels and  other  floating  structures for  scraping  (hereinafter  referred to  as

“scrap ships”).

This  standard shall  be applicable  to  the import  administration  on scrap  ships with  the

Harmonized System Code of 8908.0000.00.

The clauses in the following documents that are  cited by this standard become clauses of

this standard. For cited documents with a date,  all their subsequent modifications or revisions

do not apply to this standard. However, parties reaching an agreement  based on this standard

are encouraged to  study if the latest versions  of these dated documents  should be used. For

cited documents without a date, the latest versions apply to this standard.

3 Definitions

This standard uses the following definitions:

3.1  Carried-waste refers  to domestic  refuses  produced by  the crew  members  and the

residual waste  of the shipped  cargo, exclusive of  those needed during  the voyage,  and

cargos and residues from a rescued ship.

3.2 Light tonnage refers to the displacement  of the ship without cargo, measuring the

weight of the ship itself.

3.3  Hazardous  chemical  substance   refers  to  the  chemical  substances  listed  in   the

“Catalogue of Hazardous Chemicals” and “Catalogue of Hypertoxic Chemicals”  issued by

relevant departments of the People’s Republic of China.


4 Control standards and requirements

4.1 On the following prohibited carried-waste of the scrap ships (exclusive of wastes listed

in Article 4.5).

1Radioactive wastes,

2Explosive arms and ammunitions such as discarded bomb and shell, etc.,

3Wastes containing polychlorinated biphenyls,

4Substances identified as hazardous wastes according to GB5085, and

5Other wastes listed in “National Catalogue of Hazardous Wastes”.

4.2 On prohibited scrap oil tankers without being washed.

4.3 α  and β  radioactive contamination  limits to  the surface  of  the scrap  ships: For  any



of  the  surface  area,  the  average  α  specific   activity  value  shall  not  exceed



and that of β shall not exceed 0.4Bq/cm



4.4 The specific  activity value of the radionuclide  in the scrap ships shall  not exceed the

limits specified in List 1.

4.5 On the  following strictly restricted  carried-wastes of the  imported scrap ship, and  on

their total weight not to exceed 0.01% of the light tonnage of the scrap ship.

1Asbestos waste or waste containing asbestosexclusive of the asbestic thermal and

electrical insulating material of the ship itself),

2Residual oil and oil sludge in the cabin of scrap ships,

3Sensitization material waste,

4Sealed containersexclusive of those belonging to the ship itself), and

5Other hazardous wastes shown to be inevitable during the production, collection and

transportation processes of the imported scrap ships.

4.6 On the weight of  asbastic thermal and electrical insulating materials in the  scrap ship


itself not to exceed 0.08% of the light tonnage of the scrap ship.

4.7 On  restricted carried-waste,  in addition  to the  wastes listed  above, of  the imported

scrap ship  tugged into China  and on  their total weight  not to  exceed 0.05% of  the light

tonnage of the imported scrap ship.

4.8 On  total weight of other  carried-wastes denoted by  Wwaste, in addition  to the wastes

listed above, for scrap ships sailing into China by itself to satisfy the following formula:

Wwaste 1.5TN  (kg)

Where:   Wwastethe total weight of the ship wastes (kg),

T the berth time (day),

N the number of the crew number (person),

1.5 pre-factor of the formula (kg/person.day).

4.9 On clearing of the special cargo ships having history of shipping cargos listed in

Articles 4.1 and 4.5 and other hazardous chemicals. The importers must provide the

inspection authorities with the names and main compositions of those cargos listed in

Articles 4.1 and 4.5 and other hazardous chemical substances the ships used to carry.

4.10 On pollutants dumped from the scrap ships to meet the standards of GB 3552.

5 Inspections

5.1 Inspections of Article 4.1(3) under this standard shall be performed in accordance with

the provisions of GB13015.

5.2 Inspections  of  Articles 4.1(4)  and 4.1(5)  under this  standard  shall be  performed in

accordance with the provisions of GB5085.

5.3 Inspections  of Articles 4.1(1),  4.3 and 4.4  under this standard  shall be performed  in

accordance with the provisions of SN0570.

5.4 Inspections of other Articles under this standard shall be performed in accordance with

the provisions of SN0578.
